What's up with Bi-County making a proposed deal with the city of Franklin to haul its trash? Wasn't it just a short dozen years ago that Bi-County got that "temporary" landfill users' fee added to our monthly electric bills for what was then deemed essential expansion and monitoring of the landfill?
